I recently got a boat trailer given to me. Its old and the tires are dry rotted. Its a 4 lug rim and the tire size is 650 13. What can I use for new tires and rims

The 650 indicates the section width of the tire is at or near 6-1/2 inches. The closest modern equivalent is an ST175/80-13 which is about 7 inches wide. This tire size fits 4-1/2 to 5-1/2 inch wheels. Wheel width is measured on the inside where the tire sits not the overall width of the wheel.
If you just want tires you can use # AM10210 rated for 1,610 pounds at 65 psi. If you want to also replace the wheels I recommend tire and wheel combo # AM3S130 which comes with a galvanized wheel with 4 on 4 bolt pattern. the tire is rated for 1,360 pounds at 50 psi.
