I just purchased a used sterling tow system for my new 2016 Jeep Wrangler Limited stock bumper. Will this base plate work with my Jeep and tow system?

The vehicle specific portion of the system is the base plate, and from the photo you kindly provided, it appears that you have the Sterling tow bar, the quick disconnect and the drawbars from the base plates the previous vehicle used. Since the base plates and the draw bars are vehicle specific, you'll need a base plate kit specific to your 2016 Jeep Wrangler.
For base plates, you'd want to use part # RM-521448-5. You'd also need a set of safety cables like # RM-643. To complete your flat towing system, you'll also need a wiring solution so the RV and Wrangler taillights work in tandem, a supplemental braking system and possibly a high/low adapter so the tow bar remains within 3 inches of level.
For a wiring solution, I'd go with the Roadmaster Diode Kit, part # RM-15247 and for a supplemental braking system use the Stay-IN-Play DUO # SM99251. The DUO doesn't need to be removed or setup each time you tow or drive the Jeep.
When the tow bar is installed, you'll want the towbar to be within 3 inches of level. The base plates will be 14-3/4 inches off the ground when installed, assuming your Wrangler is at stock ride height using the stock 255/75-17 tires, so depending on your hitch height you might need a high-low adapter. You'll need to determine the height difference between the hitch on your RV and 14-3/4 inches and then choose the proper high-low adapter to place the tow bar within 3 inches of level.
