I have a 1an onehalf inch hitch with a 2 in adaptor =I have a tire carrier an tire the tire an rim weights 71 lbs=an when I hit some bumps it jumps up an down=is this too much weight?

I assume you are referring the Curt Spare Tire Carrier, part # C31006 and one of the Class I hitches you purchased from us. Both of those hitches have a 200 pound tongue weight capacity. However, if you are using the HTAD adapter, the tongue weight capacity is reduced by 50 percent to 100 pounds.
Now, the carrier weighs 16 pounds and you said your tire and rim weigh a combined 71 pounds. That gives you a total tongue weight load of 87 pounds, still under your 100 pound limit. What you are hearing is probably either the carrier wiggling in the hitch or the rim moving around on the carrier.
Make sure whatever hardware you used to secure the rim to the carrier is up to the task and is tightened properly. If the carrier has some wiggle room in the hitch or the adapter, then you will hear a bang transmitted from the hitch, through the vehicle frame. This is probably made even worse by using an adapter, an additional connection point.
You can add anti-rattle devices that can reduce or eliminate and wiggle and quiet things down. To secure the adapter to the hitch, use a standard pin and clip like part # PC2 or lock part # 5200 and add Curt Trailer Hitch Anti-Rattle Kit, part # F-315. Then to secure the hollow shank of the tire carrier to the adapter use the Softride Anti-Rattle Device, part # SR25219.
