i am installing a ranch hitch coupler on a fifth wheel coach and by law i need to know if i need to have safety chains now since this trailer will now be a goose neck hook up?

A gooseneck trailer, or in this case a converted 5th wheel trailer using Ranch Hitch, # AM3139, will still need safety chains as if required by law in the states you will be traveling. You will need to check with the Department of Transportation for your state and where you will be traveling to determine the specific requirements as they may vary from state to state.
There is a set of chains made specifically to go with the Ranch Hitches. Take a look at the Safety Chains for Ranch Hitch 5th-Wheel-to-Gooseneck Coupler Adapter, # AM3109. This set up clamps around the Ranch Hitch coupler and provides two chains with hooks at the ends that attach to the safety chain loops in the bed of your truck.
