If you're looking for a brake mounting flange for an 8,000 pound axle, you can use the Dexter Axle Trailer Brake Mounting Flange for 3-1/2 Inch Axles, 12-1/4 Inch Brake Assemblies # 4-50. This brake mounting flange has 4 mounting holes and is designed to be welded to the end of the axle to provide a mounting location for brake assemblies. This mounting flange will work well with 12-1/4 inch brake assemblies and the Dexter Hub and Drum Assembly you referenced # 8-218-9.

The inner diameter of the flange's pilot hole is 3.01 inches. Pricing for the product is listed on the product page, as well as in the product information at the end of this question.
