Is this hearter able tobe mounted to dash. Is it very big. Want to give as gift to griend who has no heater

Yes, the Kat's Heaters Vehicle Interior Heater # KH37650 that you referenced is designed to be mounted on top of a dashboard so it would work well for your friend. It's a little bit bigger than a radar detector in size.
It comes with an adhesive pad that you can use for install or install screws.
What's nice is that in the summer time you can turn of the heating element of this product and it will blow air just like a regular fan as well.
