Question:

How is this fender mounted? What are the mounting surfaces? Can it be mounted by bolting the skirt to the frame? Or must it be mounted by a bracket screwed to the bottom of the fender on the outer vertical surface?

You can use the hardware and mounting brackets from your original fenders, or I recommend L-shaped brackets, like part # PF775-BKT-2, to mount the fender to your trailers frame. I have attached a link to our product page of mounting brackets we have for trailer fenders.

I recommend the L brackets. The one end would be up underneath and the other end would attach to the trailer frame through that skirt. I will include a picture that should better illustrate this.
