At what temperature should this come on and go off?

The Kat's Heaters Lower Radiator Hose Heater, part # KH16500 will maintain the water temperature between 220 and 250 degrees. My Kat's Heaters representative tells me that in freezing weather, you should expect the heater to run continually when it's plugged in.
