I am having trouble getting my key into the lock. I was told to spray wd40 into the lock. I tried that and the key could still not be inserted. It worked fine whe I first installed the tailgate. Wd40 didnt work. What elses could be wrong? Is the mechanism stuck. If so then what? Thanks.

Since WD 40 did not work to unfreeze your Stromberg Carlson 4000 Series 5th Wheel Louvered Tailgate # VG-04-4000, likely the simplest fix will be to replace the lock in the tailgate.
