Troubleshooting Trailer LEDs that Don't Work that Are Replacing Incandescent Bulbs

Question:
We bought this trailer. All lights work on the trailer however we are trying to switch the trailer to all LEDs. When we replae the conventional lights with the plug in LEDs the bottom trailer lights on the back work. both brake lights and the 3 light bar in the middle. However when we plug in the LED to the top lights on the back we get nothing. We checked all the gounds and the conventional lights work. Why cant we get teh LEDs to work in all spots?

If you tested the LEDs and they work when they have power and ground the problem has to be the wiring of the trailer. Since previous lights worked there it would seem that the problem may be somehow ground related. Some assemblies ground through their hardware and other ground through a wire.
