I have a 25 foot Tracker Pontoon boat trailer that has wheels or rims that have what looks like to be fake rivets around the outer edge or the wheel or rim, Where can I buy a ST 175?80 D13 with rivetsinch running towards the outside of the wheel

The rivets you described are just for looks and do not serve an actual purpose.
For a 13 inch wheel with a 5 on 4-1/2 inch bolt pattern in a galvanized finish the part # AM20234 would work for you. Or if you have a 4 on 4 inch bolt pattern the # AM20224 would work. Galvanized wheels are great for boat trailers since they do a great job fighting corrosion.
Or for a wheel and tire the part # AM31994 for a 5 lug wheel and part # AM3S040 for a 4 lug.
