Can the Aluminum Hand Rail for 3 Step Scissor Stair Mount on Either Side of the Stairs

The railing is shown attached to the left side of a folding stairway. Can it be attached to the right side instead? Why? Would like to attach a railing on one side for up and the other side for down - i.e., 2 railings for a disabled persons safety. Thanks!
