Installation of Torklift Camper Tie Down TLF2011 On 2006 Ford F250 Dually

Question:
I bought the TLF2011 and TLF3004 for my 2006 Ford F350 dually. The 3004 set for the rear was very simple to mount. The 2011 for the front went smoothly on the passenger side but I had a problem on the drivers side. The 2 inch bolt that must be fished through the frame just wouldnt go. There are two metal lines gas or something that run on the inside of the frame where this bolt is to be mounted and they are right in the way of this bolthole. I tried fishing the bolt, star washer and backing plate over the lines and under the lines. It would just not go. The best I could get was a few threads of the bolt peeking through the hole. I tried the same with just the bolt and the star washer and it still wouldnt go past those metal lines. I finally got the bolt to go through with only a lock washer on the back, without the star washer and backing plate. I tried to pry the lines out of the way but to no avail. The gas tank is mounted up next to the frame so there is no room to even get to the back side of the frame. The installation video does not mention these metal lines. So my question is this, how do you get the bolt, star washer and backing plate past those metal lines?

I spoke with my Torklift representative, who tells me that he's ran into this problem before. Rather than trying to pull the bolt, star washer and plate washer through the frame as one unit, attach the bolt to the fish wire, then slip the plate washer and star washer on the fish wire, but don't slide them all the way down through so they're on the bolt. Fish the wire through to the other side of the frame, and use a flat blade screwdriver to push the star washer into place, then the plate washer. Once those two pieces are near where they need to be, then pull the bolt through. In the process, you might need to manipulate those lines a bit.
