You list Blue Ox as the #1 tow bar for my 1999 Toyota RAV4 however I have been unsuccessful in locating a listed base plate for the Blue Ox tow bar. Roadmaster has one, but not Blue Ox, as far I can tell anyway. Is the Blue Ox base plate for my RAV4 listed elsewhere?

You can use Blue Ox tow bars with Roadmaster base plate kits, but since that would require an adapter your best option would be to go with the Roadmaster base plate kit part # 1142-3 that you referenced and then go with a Roadmaster tow bar.
The most popular compatible tow bar is the Falcon 2, # RM-520. For safety cables you can use # RM-643. The coiled design helps keep the cables off of the ground.
For lighting you can use the universal kit part # TL21RK. For an umbilical you would need the part # 787196.
And finally, most states now require supplemental braking in the vehicle being flat towed. The easiest system to set up and use is the Blue Ox Patriot # BLU37TR, that applies the vehicle brakes in proportion to how much the two vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles.
Most likely you will also need a high low adapter so that the tow bar will be level when you are flat towing. I attached a link to a page that has all of the ones we carry.
