Where to Attach a Cable Lock to a Trailer Hitch to Secure a Bike Rack

Question:
Ive read your suggestions to use a cable lock to secure the bikes and rack to the truck, but Im a bit confused. Would I use the cable to attach the rack to the hitch receiver instead of the threaded bolt? Wont that make the rack unstable? Maybe Im missing something here...

When attaching a cable lock such as # e98891 to a trailer hitch you would run it through the safety chain loops that are on the sides of the receiver. You would still use the regular hitch pin or bolt to secure the carrier in the hitch. I have included a picture pointing out a safety chain loop.
