I have a 11,000 GVWR trailer with electric drum brakes 2 axles. Can I switch to disc brakes?

You can certainly switch from electric drum brakes to disc brakes on your trailer. You will want to confirm the weight capacity of your axles. It is likely that they are 6,000 pound axles, but you will want to double check.
In addition to disc brake kits with hubs and rotors, you will also need an actuator and to run brake lines on your trailer.
You will want to choose a disc brake kit based on the existing inner and outer bearings, grease seal, and wheel bolt pattern from your existing hubs. Our most popular disc brake kit for 6,000 pound axles is the Kodiak Disc Brake Kit # K2HR526D. These brakes have a 12 inch hub/rotor and fit 15 inch or larger wheels. The hubs have a 6 on 5/12 wheel bolt pattern. This part number will change one axle from drum to disc brakes. For 2 axles you will want 2 disc brake kits.
If your trailer is a gooseneck or 5th wheel trailer, I recommend using the HydraStar Electric-Hydraulic Actuator with Line Kit # CAR-HBA16-2. This electric-over-hydraulic actuator is compatible with most after-market brake controllers, like the Tekonsha Prodigy P2 # 90885. This kit includes an actuator,a brake line kit and standard breakaway kit.
If you have a trailer that is pulled with a rear-mount trailer hitch, you will want a coupler like the Titan Zinc-Plated Brake Actuator # T4750800. This is a bolt-on trailer coupler brake actuator that is rated for trailers up to 12,500 pounds. It fits a 2-5/16 inch diameter hitch ball.
I have attached a help article on adding disc brakes to a trailer with electric drum breaks for you.
