Will This work with a Class 1 Receiver Hitch like the ones you offer for a 2013 Chevrolet Cruze non LT? Do your Receiver Hitches have the rejection Bump that prevents many bile racks from being used?

The 1-1/4 inch version of the Yakima Holdup part # Y02445 can only be used in Class II hitches. If you have a Class I hitch then you would need to go with a different bike rack route. However, since you asked about the rejection bump that Class I hitches have you should note that the Curt hitches do not have them. That doesn't mean you can use Class II accessories in them without voiding the warranty.
For a very similar bike rack that is Class I compatible check out the Thule T2 Pro XTR part # TH23JV. This is basically the Thule version of the Holdup and would work well for you.
