The spec says the retracted length is 12 5/8inch . Where is that measured? From the bottom of the foot to where? The center of the mount ?. Bottom of the mount ? ? ?

The retracted bracket height dimension of the 12-5/8 inches that the Bulldog Jack part # BD190708 that you referenced has is measured from the bottom of the foot to the center of the pipe mount bracket on the side of the jack.
