In order to use an RV-rated motorcycle carrier on the back of your 2011 Crusader 5th wheel you will first need to install a 2-inch frame-mount hitch with a 500-lb tongue weight (TW) capacity. Curt hitch # 13703 that you referenced is rated only to 350-lbs so it will not work for your intended use.

The linked page will show you Curt # C13701. You'll first want to measure your 5th wheel's frame - outside to outside - to confirm this hitch will fit.

Once you have a hitch in place you can use the RV-rated Ultra-Fab motorcycle carrier # UF48-979033. Since this carrier itself weighs 50-lbs, this means your 500-lb-rated hitch will have a remaining capacity of 450-lbs for the scooter. Since the dry weight of a Luna is 265-lbs you will be within the carrier's capacity.

I suggest some heavy-duty tie downs to secure the scooter the ProGrip # 317-412080 is a good choice.
