If your highlander came with a factory trailer hitch and factory 7-way connector, then it is likely that it came with the tow package. If your vehicle did not come with a trailer hitch and 7-way trailer connector, it likely did not come with a tow package.

Where wiring is concerned, you will want to look for a white plug located at the rear of the vehicle, under the spare tire compartment. I have attached a picture showing the plug's location. If you locate this white plug, and there is nothing plugged into it, then you will want a wiring harness for a 2015 Highlander without a tow package, like # 118449, that includes a converter. If the white plug is already connected to a converter, you will want a harness for the tow package, like # 56042. I have attached an installation video of the # 118449 harness for you.

If you do not already have a trailer hitch, the one you referenced, the Curt Trailer Hitch # C13200 will be a good fit for your Highlander.
