Question:
Trailer brakes work by controller lever but not by foot pedal .controller works fine on with my other trailer. Just bought this used trailer. Did not check brake lining yet, or ground.

When a brake controller is working fine with the manual override but not with the brake pedal that indicates a problem on the red wire. The red wire is the input wire telling the brake controller you are stepping on the brake pedal.
Check the connection on the red wire, make sure that it is not damaged or loose. If you have the brake controller plugged into the factory connector then make sure that the end that plugs into the truck looks like the picture I have included.
It could also be a blown stop light or CHMSL (center high mount stop lamp) fuse.
