The Curt Trailer Hitch, # 14001, will fit your 1989 Dodge D250 pickup as long as it does not have a roll pan bumper. I have included a link to a video installation on a similar truck below. I also added a link to the installation instructions.
I also recommend the Forged Ball Mount, # 40331, and ball # A-90 (2 inch diameter), or # 19286 (2-5/16 inch diameter).
The wiring for your truck is the Curt Vehicle Wiring Harness with 4 Pole Trailer Connector, # C55317. Installation is easy. The harness plugs in line with your taillight wiring under the truck. I have included a link to the installation details below.
