On the Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # C13524, the maximum gross trailer weight is 4000 lbs. and the maximum tongue weight is 400 lbs.
You would also need to use the Curt Towing Starter Kit for 2" Hitches - 2" Ball - 3/4" Rise, 2" Drop - 7.5K # C45534, on this trailer hitch receiver in the drop position only to meet the manufacturers recommendations.
For wiring, you would need the Tow Ready Custom Fit Vehicle Wiring for the Toyota RAV4, 2004, # 118389.
