On Curt brake controller # C24VV there is a 20 display so if the display is upside down is would look like 02 or 05. That message either indicates that a trailer is connected and the brakes are activated or, if it is flashing, that means it is in output adjustment mode waiting for the power output to be adjusted. Try adjusting the power to 2.1 to see if it displays 1.2 or 1.5 and if so then the display is showing upside down.
I also recommend cleaning the vehicle and trailer side connectors inside and out to make sure there is no dirt or corrosion. Corrosion especially can cause all sort of errors on a brake controller.
Also make sure that the controller is mounted within the range specified in the instructions. I know they say that the controller can be tilted or turned to the side slightly but really you want it to be straight in the direction of travel for best performance.
A setting of 2.0 is fairly low so if that braking power isn't cutting the mustard then you might actually need to adjust the trailer brakes since it has been a while since towing the trailer.
