To carry a mobility scooter carrier on the back of your 5th wheel trailer you'll need to install a frame-mount hitch like the Curt # 13703 you referenced. We offer both bolt-on and weld-on types that can be seen on the link provided. I suggest you select the highest capacity hitch that will fit your frame width, and Curt hitch # 13701 has a higher capacity of 500-lbs tongue weight. I recommend this hitch for the extra safety margin it will give you. Its a good idea to check your trailer owner's manual to be sure the manufacturer approves use of a frame-mount hitch.
In this 2-inch hitch you can use a ramped scooter carrier that is approved for use on a trailer.
