I see reviews and pictures of this rack on a 2012 Rav4 and of a long wheelbase recumbent on this rack. Can I use this rack on my 2012 Rav4 and carry my Rans Rocket short wheelbase bike and my wifes mountain bike at the same time???

The popular and highly-rated Swagman XTC-2 2-Bike Platform Rack # S64670 that you referenced will fit both sizes of hitch that could be installed on your 2012 RAV4. Your car could have either a 1-1/4-inch Class II or a 2-inch Class III hitch on it, but this versatile rack works either way. I have included for you a video link to show this rack in use on your same vehicle.
The wheel hoops on the XTC-2 are adjustable to fit varying wheel base lengths up to 66-inches so you can have one side of the carrier set up for your recumbent and the other for the mountain bike.
If you wish you can add their Anti-Rattle Hitch Lock and Cable for Swagman Bike Racks # S64031 which will lock the rack to your hitch and also lock the bikes to the rack.
