In order to determine why the brakes aren't working on your dual axle trailer, I recommend first cutting the blue wire 5-6 inches behind the controller and use a circuit tester like part # PTW2993, to verify that power is present. Power should be present when the manual override control is used. If no power is present, the brake controller may be malfunctioning and require replacement.
The next step would be to test the 7-way on your tow vehicle. Using a circuit tester, verify that power is present on the brake output pin (which should be in the 5 o'clock position) when the manual override control is used. If no power is present, trace the blue wire looking for spots that have been nicked, pinched, or rubbed and have copper wire showing through the jacketing. Wrap any damaged areas with electrical tape.
I have attached a couple of articles for you.
If all of the above check out to be fine, please feel free to email me and I would be happy to provide you with additional suggestions to try and locate the issue.
