Parts Needed to Mount Trailer Axle Below Leaf Springs

I ordered this part, but based on the pre-bend on the axle and the position of the spring seats, it can only be mounted above the leaf springs between spring and trailer frame. My trailer originally had the axle below the leaf springs, so it appears this wont work. As I understand it, to mount the axle below the leaf springs, the spring seats need to be on the top of the axle on the outside radius of the pre-bend. Am I correct? If so, it would have been useful to know this BEFORE I ordered the axle. I guess I need to order another extra set of spring seats and weld them on, again.

You can mount the Dexter axle # 20545I-EZ-60-15 below the springs but you would have to weld on new spring seats # TRSS175. These are sold individually. The springs seats that come with the axle are welded to the bottom. You can't flip the axle over because then the natural bow in the axle would be facing the wrong way, the tires would stick out at the bottoms, and the capacity would be diminished.
