In order to use a snow plow on the front of your 2013 Ford Econoline Van you will first need a front mounted hitch. For that you would want the # 65053. This hitch will fit the E-150, E-250, and E-350 models.
The SnowBear # SB324-080 that you referenced will then be able to be used on your Van as well as any other vehicle with a front hitch.
For an easier to use and install snow plow I would recommend the K2 # K2AVAL8219.
