Can you use the same rim for the 4.80X8inch tire and 165/65-8inch tire?

I wouldn't recommend it. The 4.80x8 tire is designed to be used on a 3-3/4 in wide rim, while the 165/65-8 is compatible with a 5-3/8 inch wide rim.
We sell the 165/65-8 tire as a wheel/tire combo, available on a 4 on 4 bolt pattern as part # AM3H200 or a 5 on 4-1/2 bolt pattern white powder coated wheel as part # AM3H220. It's also available as a 5 on 4-1/2 bolt pattern galvanized wheel as part # AM3H240.
