Just to be accurate, when referring to tongue weight, it is the tongue weight of your loaded trailer plus the weight of the cargo that sits behind the rear axle of your vehicle. When measuring trailer TW the best way is to use a tongue weight scale # e99044, TW is typically about 10 to 15 percent of the Gross Towing Weight.

To my knowledge, part # 853-5269 is the only tamper-proof fastener that Thule uses on their crossbars. If the fastener on the crossbars looks like the photo shown in the product description, this would be the correct wrench. This particular bolt looks like a Torx head with a pin in the center.

The Square Direct Weld Jack part # TJD-12000SP-F2 can be used in tandem. The only thing you would need to do so would be a cross shaft which would be some sort of bar that attaches the two output shafts to one another. This is assuming you want both jacks to turn at the same time and not have independent operation with two handles.

To carry 4 bikes with your 2017 Volvo XC90 you do have a few different options, but the best way to go would be to install a trailer hitch receiver and use a hitch mounted bike rack. Since the most bikes that can be carried on a trunk mount bike rack is 3, the alternative solution would be to use a trunk mount bike rack and a roof rack to carry the bikes.
