All of the 4-bike platform-style carriers that can be converted to a 2-bike option require a tool. This is for stabilization as well as a theft deterrence. I do like the platform style carriers versus the hanging bike racks because the platform bike carriers hold the bikes more securely that the hanging carriers.

We don't carry the Park Tool PCS-9 stand but I am familiar with it. The big advantage the Feedback part # 301-16413 has is the ability to easily fold down the legs of the base of the carrier whereas the Park Tool does not have that. I also prefer the knob style of the Feedback that's used for tightening the bike to the rack. The adapter sleeve on the Swagman XTC2 TILT Bike Rack for 2 Bikes part # S64671 is held in place with a single allen screw. The allen tool for this screw is included in the kit, it's a 6mm. If the tool does not fit inside the screw then it's likely stripped. Hey there Gerad, I understand how some of those bike rack's with threaded hitch pins can be a pain to install. I think you'd be happy using the Thule Apex XT Bike Rack for 2 Bikes # TH9024XT. This hitch is extremely easy to install or remove from your hitch without any tools. You simply slide it into the hitch receiver and push in a pin, then use a knob to tighten it by hand (check out the video I attached: at about the 7:10 minute mark you can see the installation process).

The tool-free installations of Yakima, Thule, and Kuat all pinch the rack against the receiver tube. With you having a reducer the rack would clamp to the reducer and there'd be nothing to clamp the reducer to the receiver tube of the hitch without installing a hitch pin. Both Thule and Yakima's designs won't allow for a separate hitch pin so you'll need to go with a Kuat rack like the NV 2.0 # NV22B or # NV22G.
