Will this carrier support a female bike and are there any special tools needed to attach it to the car. How long does it take to install.

The Thule Passage # TH910XT does not require any tools for installation. It uses hooks on the straps to connect to your vehicle. I've attached the install instructions as well as video you can look at.
It will carry a woman's bike however since the bike will not have a straight cross tube you will need an adapter bar to keep the bike level. The Kuat Ubar Bike Frame Adapter Bar # UB01 is a great choice since it is spring-loaded to help establish a secure fit.
