Trailer Brakes are not required on most trailers under 3,000 lbs unless otherwise stated by the local authorities. According to the owner's manual for your 2018 Subaru Outback, tire chains shouldn't be used because of limited clearance to the inside of the wheels, however using Class S cable chains like # PW1042 on the front wheels only would be acceptable.

You can certainly mount two Yakima FrontLoader Bike Carriers, # Y02103, to the LoadWarrior Cargo Basket, # Y07070, and load cargo in between, but you will need two of the Yakima Loadbars, # 8870042, to mount the bike racks. The FrontLoader bike racks require two crossbars to attach to and these loadbars will provide the crossbars on top of the LoadWarrior cargo basket for the bike carriers.
