Trailer Brakes are not required on most trailers under 3,000 lbs unless otherwise stated by the local authorities. You can certainly mount two Yakima FrontLoader Bike Carriers, # Y02103, to the LoadWarrior Cargo Basket, # Y07070, and load cargo in between, but you will need two of the Yakima Loadbars, # 8870042, to mount the bike racks. The FrontLoader bike racks require two crossbars to attach to and these loadbars will provide the crossbars on top of the LoadWarrior cargo basket for the bike carriers.
