Nine years of service from a wiring harness is pretty good, so as annoying as it is not to have things working right, I would say you got your money's worth out of the old harness. For your 2006 Ford Freestar I recommend going with the Curt # C13587 as we've found that the powder coat finish on the Curt hitches tends to be thicker and hold up better against chips and scratches.

If the port on your 2006 Mercury Monterey is present but not active that just means that the included relays that come with the # C56673 are needed. The relays are what activates the circuits so that would explain why the connector does not have voltage.

The Electric Replacement Side Mirror, part # KS61141F does not have the heat, signal, or memory function available. The # KS61141F has a 3-prong connector and they told me that the connector for vehicles with the other features has a different connector. I spoke with a representative of Curt who told me that the screw that is included with the Curt T-Connector Vehicle Wiring Harness # C56673 that fits your 2007 Ford Freestar is not needed and it can just be thrown out.
