  Depending on the ball mount, you can use it in the rise or drop position. Some ball mounts, like # 45291, can only be used in the drop position. The Reese Titan Ball Mount, # RP45323, that comes in the etrailer Ball Mount Kit, # EBMK25518, can be used in the rise or drop position. It will provide 3-1/2 inches of rise or 5 inches of drop.   The issue with the Ford factory 2-1/2 inch receiver is that the radius of the rounded corners is different than the radius of the rounded corners on the Titan shank you mentioned. It may not be the solution you had in mind, but the only ball mounts we have that will fit a 2-1/2 inch hitch and give you the amount of drop you need would be an adjustable ball mount like the part # DTSTBM6825.
