Can I use the top of my dual hitch for a 12,000 lb winch and the bottom for my car trailer at the same time to pull cars on my car trailer with

Hey Scott, you'd need to use a dual hitch adapter like the Curt part # D210 which has a ball mount platform on the bottom of it and a hitch opening above that would allow you to use a winch in. The # RM-077-2 that you referenced isn't rated to tow a trailer with.
