You stated that the subject Honda is not rated for any towing but the Owners manual does state that you can tow up to 1000Lbs with a max tongue load of 100Lbs. Thus, I dont understand why you say no towing allowed?

You are correct, the 2013 Honda Accord sedan does have a listed towing capacity of 1,000 pounds gross trailer weight and 100 pounds tongue weight. Even though the hitches available, such as Curt hitch # C11681, are rated higher you will still need to go by the capacity listed in the vehicle owners manual.
The correct ball mount to use with this hitch and vehicle is # C45521. For a 1-7/8 inch ball use # 19256 and for a 2 inch ball use # 19258. For trailer wiring, if your Accord has LED tail lights use # C56173. If it does not have LED tail lights use # C56011.
