I have a 18’ Jeep jl without tow package but I have already a 4 pin installed and want to go to a7pin . What do I need to install a brake controller and 7 pin.

Since you already have a 4 way flat you can use the Universal Installation Kit for Trailer Brake Controller - 7-Way RV and 4-Way Flat - 10 Gauge Wires # ETBC7 to give yourself the 7 pin hook up you are needing.
If you go off road I recommend the Redarc Tow-Pro Elite Trailer Brake Controller - 2 Braking Modes - 1 to 3 Axles - Proportional # RED44FR.
If you don't really go off road much I recommend the Redarc Tow-Pro Liberty Brake Controller - Proportional # RED24FR.
