To answer your question- No. You'll want to check your owner's manual for confirmation, but from what I'm able to determine from my research, the 2017 Subaru Forester has a towing capacity of 1500-lbs.
When it comes to towing, you're always limited to your lowest rated component. Adding a trailer hitch like the Draw-Tite Max Frame # 75876 would not increase the capacity of the vehicle, even though it is rated to tow at a higher capacity.
If you wanted to tow a boat, you would need to find one that has a combined weight with the trailer of less than 1500-lbs to safely tow and not damage your vehicle.
