For your 2013 Subaru Outback with 225/60-17 size tires, I recommend the Glacier Cable Snow Tire Chains # PW1038. These chains are confirmed to fit the tire size on your vehicle and will do a nice job of providing traction during snowy and icy conditions.
I took a look at the owner's manual for your 2013 Subaru Outback, and it does indeed state that the use of tire chains is not recommended. However, it goes on to say that alternative types of traction devices, such as spring chains, may be acceptable. It also states that the device should be an SAE Class S device and can only be used on the front wheels.
These Glacier Cable Snow Tire Chains are constructed of wire cross cables with spring rollers wrapped around them, so they are actually considered spring style chains. This, along with their Class S designation, will allow you to stay within the requirements of both the vehicle manufacturer and the areas in which you will be driving. I recommend adding the Glacier Multi-Arm Rubber Adjusters # PW105 to allow for a tighter fit on the vehicle's tires.
I have attached a short video demonstration on this product that you can also check out.
