I took a look at the Replacement Ratcheting Wheel Strap for Inno Aero Light QM Platform Bike Rack INISP330ST that you're interested in for the Inno Aero Light Bike Rack has been discontinued, unfortunately.

Unfortunately, since this bike rack's parts have been discontinued, the only available solution is to replace the entire rack.

I know this is not an ideal solution, however since your options are so limited this is the best choice.

Alternatively, if you're interested in an alternative bike rack, the Yakima RidgeBack 4 Bike Rack - 1-1/4" and 2" Hitches # Y02458 is a great option and has a single bike capacity of 40-lbs, a maximum weight capacity of 150-lbs, and has the replacement ZipStrips, among other parts, available as a replacement with # Y8890297.
