It is my understanding that the RAV4 does not require a supplemental lube pump for the manual transmission. The owners manual limits it to 55 mph and 200 miles, then stop, start the car and idle for 3-5 mins., Your reference stated a lube pump is needed?

The owners manual of a vehicle is always the final authority for flat towing procedures. For your 2004 Toyota Rav4 if the owners manual does not state that a lube pump is required then you wouldn't need to use one. I found the article you referenced and the Rav4 that was referenced was an older model (1996) so the fit information would be different most likely.
The first thing you will need to flat tow your vehicle is the correct base plate for your vehicle. For that you would want the XL base plate kit part # 1172-1.
In addition to the base plates, you will also need a compatible tow bar, safety cables, lighting, and supplemental braking to flat tow your vehicle. The most popular compatible tow bar is the Falcon 2, # RM-520. For safety cables you can use # RM-643. The coiled design helps keep the cables off of the ground.
For lighting you can use the magnetic lights, # C6304, and not have to worry about cutting and splicing into the vehicle wiring.
And finally, most states now require supplemental braking in the vehicle being flat towed. The easiest system to set up and use is the Even Brake proportional system, # RM-9400, that applies the vehicle brakes in proportion to how much the two vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles.
