Will the rack fit my X3? Will it require drilling?

The hitch you would want for your 2014 BMW X3 would be the Curt Hitch part # 76226. This hitch has been confirmed to work on your vehicle and does not require drilling.
The # C11174 that you referenced would not fit your vehicle so I would not recommend it for you.
For trailer wiring you would need to contact a BMW dealer.
For ball mounts I recommend the etrailer Ball Mount Kit # 989900. It comes with 2 ball mounts, 2 balls, a hitch pin with clip, and a carrying bag.
