Question:
I have replaced my Saturn vue with a 2014 highlander le plus and I need to figure out a place to attach the bow tie off. The vue had a cross bar below the grill that I was able to come off with bracket and a riser tube that put my eye bolt above the hood. Any assistance out there ?

If you are talking about carrying a kayak or canoe on the roof and need somewhere to tie off the bow to the front of your 2014 Toyota Highlander I think I have the perfect solution for you. Take a look at the Malone T-Style Hood Loops, # MPG308.
You will close the cylinder under the hood and leave the strap hanging out providing a quick, easy, and inexpensive tie down point. There is a similar model, # TH529, that you can attach under a bolt.
