Would this work for a Class 1 hitch if only normal bikes 40 pounds were loaded on it?

Hey Johnny, thanks for reaching out. No. Even with two normal 40 lb bikes, you cannot use the Yakima StageTwo # Y88QD with a Class I hitch. Yakima specifically approves the 1-1/4" version only for Class II receivers; they do not approve it for Class I receivers.
The bike weight is not really the issue here. The 1-1/4" StageTwo is rated for 60 lbs per bike and 120 lbs total on-road, so two 40 lb bikes are well within the rack's capacity. The problem is the hitch class and rack fit, and many Class I receivers also have an internal stop that prevents Class II accessories from inserting far enough.
For a Class I hitch, I recommend going with a bike rack that is specifically Class I approved rather than trying to make the StageTwo work.
We have plenty of class 1 compatible racks available. The Hollywood Racks Trail Rider # HR200Z is a very popular rack that can hold two bikes weighing up to 45 lbs apiece and it is compatible with a class 1 hitch.
