Does it come with a certificate of calbrations? And is it 1/4” or 3/8”?

Hey Lori, welcome back. The Swagman Medium Bike Torque Wrench item # S23SR does not come with a formal serialized certificate of calibration. It is designed as an entry level, home mechanic tool, and has a 2 to 12 Nm range.
The Swagman Medium Bike Torque Wrench item # S23SR is for allen and torx style hex bits so it's neither a 1-1/4" or 3/8" drive.
For a 3/8" drive torque wrench that also has a 1/2" drive, we have the Powerbuilt Dual Drive Torque Wrench item # ALL944001. It has a 10 to 150 ft-lbs range and is factory calibrated to ± 4% accuracy. It doesn't come with a serialized certificate of calibration either. We don't have any that do.
