I currently have a 24 Keystone Cougar fifth wheel that came with a Rota-Flex pin box. I am using a Blue Ox BXR-2100 hitch now and had to get a lock out kit for the Rota-Flex unit as the Blue Ox head articulated and the two would clash. Would the Curt Air Ride pin box be compatible as it doesn’t articulate front to rear, just up and down shock absorbing feature ?

Yes, the Curt Trailair Air Ride 5th Wheel Pin Box would be a much better match for your Blue Ox 2100 hitch part # BLU52XR than the Rota-Flex. Since you've already run into the issue of having two articulation points working against each other, I completely understand why you're looking at other options. The Trailair Air Ride part # LC179879 uses a fixed king pin design and provide their cushioning through an air bag and shock absorber rather than a pivoting head like the Rota-Flex. Because of that, they do not create the same front-to-back articulation conflict that required the lockout kit on your current setup like you mention.
The main thing we would want to verify is which pin box model is currently installed on your 2024 Keystone Cougar. Air ride pin boxes are replacement-specific, so the correct option depends on the bolt pattern and model number of the factory pin box. I recently installed the trailer air air Pin box and it is the best upgrade I have done towing is much smoother and comfortable.
