I recently purchased an etrailer Trailer Hitch Receiver - Custom Fit - Matte Black Finish - Class IV - 2 Part Number: e98861 from a garage sale but it did not come with bolts. Am I able to purchase those from you?

You sure are Patrick! To replace the hardware on your etrailer Hitch item # e98861, you'll need the Replacement Hardware Kit item # RHK. This will have all of the bolts, nuts, and spacers you need to install your etrailer Hitch item # e98861. You will want to go to the item # RHK product page and on the right hand side where it says Hitch Item Number you'll want to insert e98861.
