The Info says no step. Does that mean we cannot step on the fender? Thanks!

Hey Michelle. The Tandem Axle Jeep Style Trailer Fenders item # CES25WR say No Step in the description because there's not a step built into the fender. So long as you install it correctly you'll be able to step up on it to tie something down or grab something higher. It's made of 10 gauge aluminum so it's pretty strong. You'll want to make sure you properly support the entire top of the fender if you plan on standing on it.
The Tandem Axle Jeep Style Trailer Fenders item # CES25WR measure 65" long x 9" wide x 15" tall and is sold individually. It has a diamond plate texture and and is made of corrosion-resistant aluminum.
To attach the fender to your trailer you can use the Mounting Brackets for Trailer Fender item # CE26098G-2.
